There’s another kidnapping and the team all meets at the McKeever barn, where Gibbs is hiding out. They are joined by Director Vance (Rocky Carroll), who surprises them all by giving his tacit approval, and even more, when he asks Gibbs what it would take to get him to come back. But Gibbs is adamant about pretending to remain dead, so Vance holds a press conference stating that no remains have been found. The newest victim was wearing a pace bracelet, so Kasie (Diana Reasonover) was able to track her last location and Torres (Wilmer Valderrama) and Jessica Knight (Katrina Law) head to the location, where they find his apartment, but he escapes. But they speak with his landlady and get a little bit of information to help with the case—and locate photos of him on CCTV cameras. Meanwhile, Fornell (Joe Spano) shows up, and he is doing well. He belongs to the same grief group as Jimmy (Brian Dietzen) and he has had a breakthrough after losing his daughter Emily to a drug overdose. He is sure Gibbs isn’t dead but is relieved when it turns out to be true. Gibbs goes to see Marcie (Pam Dawber) to show her the photo of the killer. That is when he notices a man, he thinks is an accomplice, and a sting is planned to capture him. Fornell finds Gibbs on the stakeout and the two friends talk. Fornell says all Gibbs does is chase bad guys. He needs something else to fill the void in his life. “We are like twins,” Fornell says. Then adds that he joined Gibbs’ club when he, too, lost his daughter. The killer’s accomplice is spotted, and Torres takes him down, but the guy has some moves. But with McGee (Sean Murray) and Knight’s help, they arrest him and take him to interrogation. When they threaten to put his photo on the news, he reveals that he is undercover FBI Special Agent Alden Parker (Gary Cole). While Parker and Vance are talking, Torres moves Knight’s things to Bishop’s old desk, but she is upset, even when he tells her he did it as a way of welcoming her to the team. She admits to him personal space is a thing for her. And he admits, he should have told Bishop how he felt about her before she left. These personal moments are the best part of the episode! The serial killer finally makes a mistake and Gibbs catches up with him when he goes to the cemetery to put flowers on his mother’s crypt—but also to get his go bag, which is full of cash. He knows that he is blown. Gibbs has his finger on the trigger to shoot him but is talked down by Parker and his team. When they get Paul Lemere—the killer’s real name—in interrogation, he has an attitude because he is sure that there is no evidence linking him to the murders. But Kasie is able to track down payments of the money and they realize he is a hit man, not a serial. Gibbs goes to wrap things up with Marcie, and he may be thinking of asking her out, when she tells him she is going away to a cabin in the woods with Mitch. He thinks it is another man, but it turns out it is really Michelle (Jaxy Boyd). Back at NCIS, Lemere attacks Knight when she reveals what she knows about him being a hitman. He breaks the glass between the interrogation room and the observation room and gets free. He is running through the office, where he grabs Kasie and threatens her. Everyone has their guns on him, but don’t have a clear shot. Gibbs arrives, the elevator doors open, he assesses the situation and shoots Lemere. The question now is: Was it a clean shoot since he wasn’t reinstated as an agent, or will there be consequences?
